At the April 5, 1986 NHSPA Executive Board Meeting, a proposal to select a state high school journalist of the year was scheduled to be proposed at the next fall convention meeting. The student must submit a portfolio of their work that shows outstanding contributions to scholastic journalism in their community. The portfolio should be modeled after the national contest guidelines. The winner at the state level is selected to then compete at the national level through the Journalism Education Association.
